JOB SUMMARY


The mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa’s Light Rail Transit Systems as a component of the City of Ottawa’s overall transportation and mobility strategy. The Testing and Commissioning Unit manages the transition of the project from design, construction, integration, to testing and commissioning, and verification and validation of project requirements. 


You are responsible for providing a primary point of contact for the Testing and Commissioning program for Stage 2 and act as subject matter expertise for Light Rail projects related to City’s Rail Construction Program. As a Senior Engineer in the Testing and Commissioning Unit, you will play a crucial role in the oversight of coordinating and reviewing test procedures and reports, witness tests, verifying and validating project requirements, deficiency tracking and ensuring the overall successful execution of testing and commissioning activities. 

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Electrical, Mechanical, or Systems Engineering or other related field
 

Minimum of 8 years of experience in light rail vehicle engineering related work on large-scale infrastructure projects and/ or rail transport and/or transit systems

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

  • Light rail vehicle design, manufacturing, testing and commissioning, and operation;
  • Urban transit vehicles and their mechanical, pneumatic, hydraulic, electrical and electronic subsystems;
  • Railway specific engineering, including track, track bed, civil and structures, power, signaling, and telecommunications;
  • Railway design principles, standards, legislation and regulations, including RAMS, Engineering Safety Management, HSE/HMRI, AREMA, ATPA mass transit, and Transport Canada; 
  • Working in a multi-disciplinary engineering environment and familiarity with broad technical requirements related to light rail vehicles;
  • Engineering planning, design, operations and construction/rehabilitation of rail infrastructure and vehicles;
  • QA/QC procedures and processes;
  • Principles of project management, including cost containment/control and reporting;
  • Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consulting engineers;
  • Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheets, word processing, e-mail and use of the Intra-Internets;
  • Protocols for responding to senior management/Councillor inquiries, conducting public consultation and preparing reports, briefing notes and other communiqués; and,
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

 

Desirable Qualifications:

  • Previous engineering experience in design-build environments
  • Previous experience in an operational environment
