JOB SUMMARY
The Technology Solutions Branch is responsible for leading the intake, project management, and implementation of new technology solutions, as well as maximizing existing technology investments for all City departments, service areas, and branches, including Ottawa Public Health, Ottawa Public Library and elected officials.
As part of the Technology Solutions Branch in ITS, this role works directly with the Chief Information Officer, Technology Solutions Manager and colleagues across ITS. The Senior Analyst participates in strategic discussions around technology direction, providing support for and leading strategic initiatives and contributing to legislative requirements, reports and presentations.
Your primary responsibilities will include:
- developing and suggesting strategy solutions, internally, for the implementation and adoption of ITS strategic initiatives;
- developing and suggesting policy and processes for standardized approach and quality assurance across ITS to enhance overall performance, productivity, and experience;
- providing suggestions on the development, implementation, evaluation and reporting on the ITS work plans and roadmaps; and
- providing consultation and expertise related to alignment to corporate strategy, best practices, trends, methodologies for continuous improvement.
EDUCATION AND EXPERIENCE
(4) year degree in Computer Science, Business Administration, Communications, or related field.
Minimum of 5 years’ experience in a variety of IT functional areas focusing on business analysis, including at least 2 years’ experience in the development and facilitation of IT strategies and solutions.
KNOWLEDGE
- Detailed knowledge of the full scope of IT programs, processes and services including intake, project management, and adoption.
- High level of expertise and understanding of the diverse IT functions and their impact on the corporation.
- Understanding and application of principles related to client relationship management.
- IT industry trends and developments, keeping abreast of the latest creative and digital trends.
- Project management techniques, methodologies, documentation and practices
- Relevant legislation, corporate standards and policies and procedures.
- Business administration concepts, theories, principles and methodologies.
- Facilitation processes, change management practices and the ability to manage diverse groups.
- Strong knowledge of process improvement methods and techniques.
- Knowledge and understanding of data systems, statistical data collection, data analytics, databases, and statistical analysis methods and tools.
- Microsoft Office 365 suite, including SharePoint, Power BI, Power Automate.

- Demonstrated track record of effective communication with technical and business leaders at all levels within the corporation.
- Strong oral and written communication skills, with ability to explain complex technology concepts in plain language.
- Strong organizational skills and demonstrated ability to effectively manage multiple responsibilities and projects with competing timelines.
- Strong interpersonal skills, including conflict resolution, negotiation and consensus-building skills
- Significant experience analyzing complex IT issues in a diverse and dynamic unionized environment and making sound judgements and recommendations
- Demonstrated problem solving skills, with an ability to manage at both the tactical and strategic levels in a complex environment
- Ability to combine technical knowledge with some creative instinct to come up with original strategies and solutions across all digital channels
- Keep up to date with trends in technology to evaluate and identify new opportunities, integrations and solutions based on our technical capabilities, determining how they can best be used to achieve business objectives.
- Understands and is aware of the political environment and the accountability principles related to it.
- Facilitates effective brainstorming and encourages others to consider innovative alternatives and ideas for continuous improvement.
