JOB SUMMARY


Transportation Policy and Networks develops strategic transportation planning, data collection and transportation demand forecasting; undertakes analysis and planning studies to support the City's Official Plan and develops, monitors and updates the Transportation Master Plan as well as the supporting Pedestrian and Cycling Plans; develops and delivers the Transportation Demand Management program and the pedestrian and cycling programs; identifies and analyses emerging social and economic development issues and trends that affect the City's transportation system; investigates and develops alternative funding strategies; and investigates opportunities for funding of capital programs through the Federal and Provincial infrastructure funding initiatives.
 

You are responsible for implementing Transportation Demand Management Program including incentives, promotions and programming that encourage modal shift in accordance with the city's Official Plan and Transportation Master Plan.
 

You assist in the overall project management of the program delivery for activities related to the design, development and implementation of innovative plans/studies/facilities and community promotion initiatives focused on short and mid-range planning, implementation, promotion and monitoring requirements of TDM/Sustainable Transportation Projects.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Engineering, Urban Planning or related field, with a transportation focus. 
 

Minimum of 3 years of experience in transportation or planning with at least 1 year with direct experience in transportation, communications, project management and/or conducting research

KNOWLEDGE

  • Transportation Demand Management issues, trends, standards, tools and practices
  • City's process for the design and implementation of cycling and pedestrian capital facilities
  • Common public issues with TDM, cycling and pedestrian facilities and responses
  • Social marketing principles and business case development
  • Public consultation techniques, including strategies for obtaining input, for consensus building, and for conducting public meetings
  • Protocols for preparing reports, briefings and other communiqus and those pertaining to public consultation, and responding to senior management/councillor inquiries
  • Structure and processes of various government jurisdictions and intergovernmental stakeholders
  • City of Ottawa Official Plan (OP), Transportation Master Plan (TMP), Ottawa Cycling Plan, Ottawa Pedestrian Plan, Transportation Demand Management Strategy, and other relevant plans
  • Research and evaluation methods and techniques, study design, data collection and statistical analysis
  • Project management principles
  • Marking principles and Event planning 
  • Computer applications pertaining to project management, database management, spreadsheet, word processing, desktop publishing, e-mail, Intra/Internets
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

  • Foresee impacts of project implementation and decisions on the community and other city departments, and act accordingly to mitigate issues that may arise
  • Apply methods, conduct research, analyze results, propose recommendations and prepare reports
  • Motivate other parties and stakeholders, both internally and externally, to work toward City of Ottawa Official Plan goals and objectives
  • Communicate effectively and liaise in a professional manner, orally and in writing, to internal inquiries and inquiries from the general public
  • Excellent, creative problem-solving skills
  • Excellent, effective, professional oral and written communication skills and ability to make effective and persuasive presentations
  • Ability to work outside of normal working hours

WHAT YOU NEED TO KNOW

  • Language Requirement: English oral, reading, writing       
  • Driver’s License Requirement:  A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated  
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
