JOB SUMMARY

You are responsible for leading climate change initiatives and projects which support the City’s efforts in addressing climate change. This involves developing and implementing strategies and initiatives to reduce greenhouse gas emissions, mitigate climate change risks, and build resilience to changing climate conditions across all departments.

Climate mitigation – positions will support the development, implementation and monitoring of priority projects in Energy Evolution with a focus on one or more of the following program areas: 

  • Transportation Emissions
  • Distributed Energy
  • Municipal Building Emissions
  • Community Building

Climate adaptation - positions will support the development, implementation and monitoring of priority projects in Climate Ready Ottawa with a focus on one or more of the following program areas: 

  • Resilient infrastructure 
  • Climate-ready communities
  • Cooling strategy

EDUCATION AND EXPERIENCE

Completion of four (4) year University degree in Environmental Sciences (Biology, Chemistry, Earth Sciences, or Physical Geography), Environmental Studies/Climate Change, Urban Planning, Public Policy or Business Administration, or Environmental Engineering, or related field.

Minimum of five (5) years of progressively responsible experience in the design, implementation, and evaluation of policies, strategies, plans, programs, or projects within complex technical, operational, or regulatory environments, with experience conducting research and analysis, engaging partners, preparing reports, and managing external consultants. Experience related to climate mitigation, greenhouse gas reduction, energy conservation, renewable energy, climate risk assessment, or adaptation/resiliency is preferred.

CERTIFICATIONS AND LICENCES

Project Management Professional (PMP) certification is an asset

KNOWLEDGE

  • Knowledge/familiarity of program/project management methods and tools
  • Knowledge of full contract lifecycle management, including negotiation, execution, compliance, and optimization of sourcing initiatives
  • Program, policy and project analysis, evaluation, and performance measurement processes
  • General knowledge relating to greenhouse gas mitigation, energy conservation, renewable energy, climate risk assessments, and climate adaptation and resiliency
  • Applicable legislation, policies, regulations, guidelines, and operational procedures relevant to the operational area, such as the Municipal Act, Building Code, Environmental Protection Act, Ontario Water Resources Act, Environmental Assessment Act, Electricity Act, Ontario Energy Board
  • Possess computer proficiency in applications such as MS Office Suite, database management, and project management software
  • Communication, consultation, and engagement approaches
  • Facilitation and negotiation processes
  • Business case development and analysis        
  • Structure and processes of municipal government, including inter-governmental parties
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

  • Ability to apply project, contract, and risk management techniques effectively
  •  Strong analytical skills with the ability to analyze data, forecast trends, and report on progress using tools such as Excel
  • Strong client service orientation and interpersonal skills with the ability to build effective, trusting work relationships, have difficult conversations
  • Exceptional written and verbal communication skills, including the ability to present information clearly to diverse audiences
  • Ability to work independently, with minimal direction, and collaboratively as part of a team
  • Adaptable, positive, and open to change
  • Possess diplomacy, discretion, and tact
  • Ability to demonstrate sound judgement and decision-making capabilities
