JOB SUMMARY
French Language Services (FLS) is responsible for activities related to the planning, development, and implementation of strategic and business initiatives in accordance with the Council-approved Bilingualism By-law No. 2001-170 and Bilingualism Policy to ensure that the City delivers, to its residents and its staff, a complete array of quality municipal services in French, bearing mutual respect and recognition of both official languages.
You manage the delivery of day-to-day operations of French language services and programs, and work with City departments, external stakeholders, the French Language Services Advisory Committee and Council liaison, and the Francophone community to ensure that corporate programs and services meet the linguistic and cultural needs of Ottawa’s French speaking population consistent with the City’s policies, by-laws, strategic direction and vision. You also engage with Francophone organizations and French speaking community groups and networks to promote and assist with access to bilingual City programs and services.
As a member of the Service Area Management Team, you support the Manager of French Language Services and Municipal Elections, the City Clerk, and the City as a whole by providing professional leadership and coordination in the planning, development, implementation, and administration of municipal by-laws, policies, and programs for FLS.
You manage the City’s Translation Services team ensuring compliance with the Bilingualism Policy’s translation and interpretation requirements for the entire Corporation.
You develop and monitor the branch’s operating budgets and manages human resources of the branch, including hiring, termination, performance management, and discipline of staff as necessary.
EDUCATION AND EXPERIENCE
Completion of a 4-year university degree in communication, public relations, political science, public administration, business administration or other related field
5 years of related experience, preferably in a municipal setting, including experience working in a bilingual environment and a minimum of 2 years in the management of human and financial resources

- Business administration concepts, theories, principles and methodologies
- Corporate policies, guidelines and practices
- Contract document preparation, procurement processes and supervision of contracted services
- Financial management practices and budget processes
- The various Collective Agreements in place at the City
- Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area
- MS Office MS Office, MS Project and election management systems
- Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the workplace, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
