JOB SUMMARY

You are responsible for managing the Corporate Security Branch, providing operational leadership, governance, and accountability for the integrated delivery of corporate-wide physical security services across approximately 600 City facilities and the employees who work in them.

Reporting to the Director, Public Safety Service, you provide operational, risk, and subject-matter input into the Director’s strategic planning process and are accountable for implementing the approved strategic plan through Branch-level operational planning, prioritization, and performance management.

You exercise delegated authority for people management, financial stewardship, operational decision-making, and risk management, including responsibility for operational incident escalation and briefing, cross-program integration, partner management below the executive level, and internal governance, audits, and compliance. You operate in an environment of high consequence-of-error, where decisions may expose the Corporation to significant legal, financial, operational, and reputational risk, requiring sound judgment, discretion, and timely escalation.

EDUCATION AND EXPERIENCE

Completion of a four (4) year university degree in Public Safety, Security Management, Civil Engineering, Criminology/Criminal Justice, Business Administration, Public Administration or other related field.

Minimum of eight (8) years of progressively responsible experience in corporate or enterprise security, including Branch or portfolio-level accountability, including a minimum of five (5) years of experience managing high-performance multidisciplinary teams, financial resources and operational risk.

Demonstrated experience providing input into organizational strategic planning and leading the implementation of approved strategic and operational plans.

Specialized security training including: CPTED (Crime Prevention Through Environmental Design) or Business Continuity Planning (BCP) is considered an asset.

 

CERTIFICATIONS AND LICENCES
Security/Protection certification is desirable (e.g. Certified Protection Professional (CPP) with ASIS, Certified Security Project Manager (CSPM) with SIA)
Canadian Risk Management (CRM) designation is desirable

KNOWLEDGE

  • Comprehensive knowledge of relevant federal and provincial legislation governing security operations, including the Criminal Code of Canada, Charter of Rights and Freedoms, Trespass to Property Act, Occupational Health and Safety Act, and privacy legislation
  • Expert knowledge of physical security systems, technologies and best practices, including access control, video surveillance, intrusion detection, and security monitoring platforms
  • Principles, practices, procedures, techniques, laws and regulations pertaining to corporate security operations
  • Financial management practices and budget processes in a public sector environment
  • Labour relations practices and people management in a unionized environment
  • Project management principles, methodologies and practices
  • Program evaluation, performance measurement, and benchmarking techniques
  • Threat and risk assessment methodologies, frameworks and industry standards
  • Government operations and the interrelationships between corporate security, facilities management, emergency services, and other departments and elected officials
  • Multi-site security operations and coordination across diverse facility types
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures

  • Language Requirement: English oral, reading, writing       
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.; Police record checks completed by a third-party company will not be accepted.  
  • Driver’s License Requirement:  A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with 0 demerit points accumulated  
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
