JOB SUMMARY

The Transportation Data Collection & Analytics unit is responsible for the implementation of Traffic Management systems for public enquiry and data management; plans, drafts and implements amendments to Traffic and Parking By-laws; and ensures the availability of information and statistics. 

You are responsible for supervising the Transportation Data Collection group and the portable variable message sign (PVMS) program, including the intake, scheduling and distribution of several thousand data or PVMS requests each year working within budget allocations.  

You undertake highly detailed volume, speed and classification data analysis and reporting by extracting data from Transportation Engineering Software (TES).  You are also jointly responsible for managing and ensuring the accuracy and integrity of elements of the TES database, including, but not limited to: importing and exporting, executing highly detailed volume, speed and classification reports, developing and implementing protocol and procedure and user training and support. In addition, you liaise with both internal and external clients, represent the branch at meetings and technical conferences, and create Estimated Spending Authority Plan (ESPA), sole source and RFP documents to facilitate the purchase of annual credits, new equipment and equipment maintenance.

EDUCATION AND EXPERIENCE

Completion of 3 year community college technical diploma, preferably in Traffic or Civil Engineering, or 3 year university degree in either computer sciences or GIS

Minimum of 5 years of experience in Traffic Engineering, Transportation Planning or Traffic Operations

CERTIFICATIONS AND LICENCES

Certified Engineering Technologist (CET) with OACETT is desirable

KNOWLEDGE

  • Traffic engineering studies (such as volume studies, speed studies, travel time studies, delay studies), practices and data collection procedures and techniques
  • Statistical analysis methods, data manipulation, and QA/QC concepts
  • Traffic engineering analysis of data
  • Scripting languages: SQL, Python, VBA
  • Ontario Traffic Manual Book 7
  • Occupational Health and Safety Act
  • Advanced knowledge of City of Ottawa roadway network including TMP classifications
  • Traffic Services branch policies and procedures
  • Various computer applications: GIS applications, TES, Starnext, Traxpro, SAP, HDM, Stat Analyzer, Office suite and MS Access, command and control centre at an advanced level
  • Supervisory techniques
  • Corporate policies relating to financial expenditures and City of Ottawa Purchasing By-law
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.

WHAT YOU NEED TO KNOW

  • Language Requirement: English oral, reading, writing
  • Driver’s License Requirement:  A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated  
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
