JOB SUMMARY

The mandate of the Council Support Services (CSS) Branch is to provide strategic, business, technical and other operational support services to Members of Council and their staff by interfacing with City of Ottawa services and adapting and interpreting corporate policies and procedures for the unique needs of elected representatives.  


You are responsible for coordinating, planning, monitoring, and evaluating operational functions for members of council and their staff while ensuring compliance with relevant corporate and departmental policies, procedures, and guidelines. You develop and maintain strong relationships with internal and external partners, working closely with Human Resource Services (HR), Payroll, Pensions and Benefits (PPB), and Labour Relations (LR) to obtain information in support of processes and activities related to   recruitment, labour relations, employee pay, training and development, legislated and non-legislated leaves, return-to-work program, employee wellness, health and safety, and corporate accommodations for Members of Council and their staff.


You support Members of Council by completing required requisitions, forms and templates related to employee management such as employee transactions, employment status changes, and position management, while maintaining a high degree of confidentiality, in a highly sensitive political environment. In addition, you ensure service excellence, data accuracy and quality assurance by reviewing reports.  

EDUCATION AND EXPERIENCE

Completion of 3-year college diploma or University Degree in Human Resources Management, Business Administration, Social Sciences, or related field


Minimum of 4 years related experience in an administrative function supporting senior managers and executives with a minimum of two years providing human resources support

 

CHRP Designation is an asset

  • General knowledge of HR programs and services, including talent management, performance management, attendance management, accommodation, labour relations, occupational health and safety, job evaluation, compensation, organization design, salary administration, training and development, and employment systems
  • Change management principles and practices

  • Financial management practices and budget processes 
  • Industry trends and developments
  • Business administration concepts, theories, principles, and methodologies
  • MS Office, SAP, Success Factors, or other HR management software
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the workplace, and have knowledge of appropriate actions to be taken to ensure the health and safety of staff in accordance with applicable legislative and City policies and procedures

WHAT YOU NEED TO KNOW

  • Language Requirement: English oral, reading, writing required.
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
