JOB SUMMARY

The Corporate Learning and Development Branch supports the City on the analysis, development and implementation of Learning and Development programs, services, initiatives and corresponding governance policies relating to Organizational Development, Corporate Learning and Corporate Talent Development that aligns with the City’s strategic plans and is implemented across the corporation, while partnering with stakeholders to develop innovative solutions to business needs. 

You are responsible for: managing assigned projects and events in the areas of employee recognition planning, policy and program development; serving as an advisor and member on branch, departmental and related employee recognition project teams; developing a network of linkages with the client communities, human resources service providers and sources of internal and external expertise; and promoting and assisting managers in implementing employee recognition practices.
 

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Human Resources Management, Business Administration, Public Administration or a related field.

Minimum of 3 years of responsible human resources experience with specific specialization in one or more of the following areas: total rewards; employee recognition; program development and implementation, survey, research and analysis methods; and internal and external communication methods.
 

CERTIFICATIONS AND LICENCES

Certified Human Resources Leader (CHRL) designation is desirable

KNOWLEDGE

  • Theory of a variety of human resources disciplines with a focus on employee rewards and recogntion
  • Current trends and developments in HR and employee recognition best practices
  • Data collection, analysis and research methodology including qualitative and quantitative analysis
  • Problem solving and consensus building methodologies
  • Project/program development, management and evaluation techniques
  • Strategic planning, training and communications principles and application
  • Legislation affecting policy and program development

COMPETENCIES, SKILLS AND ABILITIES

  • Manage projects, including external service providers, as required 
  • Conduct research, perform analysis and present research findings
  • Communicate effectively and persuasively, both orally and in writing, to all organizational levels within the city and with the representatives of external organizations
  • Develop and maintain productive working relationships at all levels within the corporation
  • Plan and organize at an advanced level
