JOB SUMMARY

The Corporate Learning and Development Branch supports the City on the analysis, development and implementation of Learning and Development programs, services, initiatives and corresponding governance policies relating to, talent management, diversity, learning and development, and HR policies and legislation.

You are responsible for advising and coaching clients on individual and team learning and development issues; managing strategic learning and development projects to address the specific needs of work units or departments, and of a corporate nature, including leading the design, development, implementation, facilitation and evaluation of learning and development initiatives; serving as an advisor and member on branch, departmental and corporate teams; developing a network of linkages with client communities, learning and development service providers and sources of expertise; contributing to the strategy, research and consulting capacity of the branch; and leading contract management of multiple services and procurement processes.

Positions that fall under the Corporate Talent Development unit will have a focus on creating and developing strategies around senior leadership and coaching skills development.

Positions that fall under the Corporate Learning Unit, will be responsible for the design, delivery, and administration of the City’s corporate learning programs and services. 

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Education, Adult Education, Business Administration, Public Administration or a related degree, with specialization in Training or Organizational Development. 

Minimum of 5 years of related experience in providing Learning, Development and/or Coaching services and managing projects, with specialist experience in one or more human resources fields, including Adult Education.

Experience in eLearning development and authoring tools (e.g., Articulate 360, Storyline, Rise, Captivate, Lectora, Camtasia, and SCORM-compliant platforms) will be considered an asset 

CERTIFICATIONS

Certified Human Resources Leader designation (CHRL) is desirable

Coaching certification that is recognized by the International Coaching Federation or equivalent governing body is considered an asset

KNOWLEDGE

  • Theory of various of learning, development and/or coaching disciplines including knowledge of adult education principles and career and leadership development practices
  • Consulting tools and best practices and an advanced level of client consultation and facilitation skills
  • Strategic and operational planning including marketing and communication
  • Learning, development and/or coaching practices and evaluation methods
  • Organizational development, team coaching, interventions and strategies
  • Change management models and their application
  • Advanced knowledge of business analytics 
  • Legislation and policies affecting Human Resources / Learning, Development and/or Coaching
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

WHAT YOU NEED TO KNOW

  • Language Requirement: Designated Bilingual – specific level of language proficiency: French: oral, reading, writing English: oral, reading, writing Candidates who do not meet language requirements will be required to participate in training.
