JOB SUMMARY

You provide advice, recommendations, and subject matter expertise on a range of technical issues related to diesel and electric light rail vehicle fleets, non-revenue vehicles and various signaling and train control (S&TC) systems. You lead independent investigations and ensure technical compliance with the Project Agreement and applicable industry standards.

You serve as the primary technical authority for the integration and lifecycle performance of the City’s rail systems, specifically focusing on the interface between Rolling Stock (Vehicles) and Signaling & Train Control (S&TC). You ensure that all technical modifications, retrofits, and maintenance strategies comply with the Project Agreement, safety regulatory standards (Transport Canada/EN 50126), and operational reliability targets.

EDUCATION AND EXPERIENCE

Completion of a 4-year university degree in Electrical, Mechanical, or Systems Engineering or another related field.

Minimum of 10 years of progressively responsible experience in rail vehicle fleet engineering, maintenance, operations, testing and commissioning, overhaul planning, life cycle planning, and reliability improvement programs for new and existing fleets.  Experience in transit railway systems and vehicles, including electric and diesel trains, and train control systems is required.

CERTIFICATIONS AND LICENCES

The following certification(s) and/or license(s) is/are required:
Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

  • Demonstrated knowledge of legislative and regulatory frameworks governing rail systems in Canada
  • In-depth understanding of rail systems engineering, lifecycle management, and performance governance
  • Knowledge of applicable industry standards including AREMA, Transport Canada, APTA, and EN 50126
  • Knowledge of system safety principles, risk management frameworks, and HSE/HMRI standards
  • Familiarity with Rail Fleet Vehicles, Rail Signaling & Train Control Systems and maintenance operations
  • Principles of project management, including cost containment/control and reporting
  • Knowledge of light rail systems integration issues including integration between train control, traction power, tunnel ventilation, and rail communication systems
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

  • Ability to present complex technical information clearly and effectively to both technical and non-technical audiences
  • Strong presentation skills, including preparing and delivering briefings, reports, and recommendations to partners, clients, and senior management
  • Ability to carry out inspections to resolve project on-site problems and accept/reject contractors’ work based on contact deliverables
  • Ability to foster trust and cooperation to coordinate activities between technical staff, consultants, contractors
