JOB SUMMARY
The mandate of Infrastructure Services is to implement city-building priorities – from planning and delivering infrastructure projects, to managing infrastructure assets and investments.
You are responsible for providing technical expertise and oversight on structural design to ensure public safety, enhance confidence in the structural performance of existing and future structures*, maximize the value of structural projects, and reduce potential liability for the city. You are responsible for developing, implementing and maintaining best management practices in structural engineering and for providing technical advice and professional expertise in the areas of structural design, evaluation and assessment, and regulatory requirements to Infrastructure Services and other city departments.
*Structures include those within transportation networks (bridges, culverts, retaining walls, overpasses, overhead signs), railway structures within the transit corridor, buried structures (large sewers), building structural elements and park structures.
EDUCATION AND EXPERIENCE
Completion of Master's Degree in structural engineering or a structure-focused related engineering specialty
Minimum of 8 years of relevant professional experience in structural engineering including:
- broad experience in structural design including primary, secondary and auxiliary elements for all applicable loads and load effects of a range of building materials including steel, concrete, aluminum, timber, fibreglass, polymer, stone, engineered backfills, etc.
- technical expertise in structural analysis of complex load supporting systems and various shapes (bridges, culverts, retaining walls, buildings and buried structures), and in conducting site inspection, structural investigation, assessment, field monitoring, stability and integrity analysis, and remediation
- experience in structural compliance and reporting in accordance with current regulations and standards
- experience interacting with regulators, legal profession, and general public on structural and strategic projects
CERTIFICATIONS AND LICENCES
KNOWLEDGE
- Extensive knowledge of large municipal infrastructure systems specifically the structural elements affecting transportation networks (bridges, culverts, retaining walls, overpasses, overhead signs), railway structures within the transit corridor, buried structures (wastewater, drainage, sewer), building structural elements and park structures, and new structures along the light transit lines
- Structural engineering principles, structure-soil interaction mechanism, structure articulation systems, structural design and stability, shallow and deep foundations
- Industry leading construction approaches, materials, processes and practices
- Federal, provincial and municipal legislation, regulations and guidelines related to structural design, evaluation and assessment, and regulatory requirements, including Canadian Highway Bridge Design Code CAN/CSA-S6 and Exceptions to the Canadian Highway Bridge Design Code CAN/CSA-S6 for Ontario, Bridge Seismic Classification Guideline, Railway Safety Act, AREMA Manual for Railway Engineering, the Endangered Species Act, and O.Reg. 104/97 Standards for Bridges, Transport Canada–Guideline for Railway Bridge Safety Management, January 2011, applicable MTO standards and manuals related to structures, applicable City standards, manuals, guidelines including AODA Accessibility
- Risk management practices for decision-making
- Application of lifecycle costing principles
- Numerical modeling of structures or structural elements, linear and non-linear responses, loading conditions, boundary conditions and interpretation of model outputs
- Bridge seismic classifications, design requirements and retrofitting
- Structural durability requirements, deterioration mechanism, corrosion mechanism and protection
- Drainage and hydraulic design requirements for bridges and culverts, sediment and erosion control measures
- Soil classifications and geotechnical investigation relating to structural designs
- Traffic management and traffic control requirements for bridge works including inspection, condition assessment and construction detours
- Navigation clearances and protection requirements for the public travelling below bridges
- Tender package preparation related to structural remediation projects, including process for developing Requests for Proposals, and acceptance, review and selection of consulting engineers
- Asset management for structures within the road allowance including heritage-designated structures, gateway features
- Railway clearances and structural safety requirements
- City’s emergency response protocol and communication protocol
- Knowledge of applicable health and safety legislation, including the rights and duties of workers.

- Possess research skills and the ability to interpret/analyze/evaluate issues and to make decisions/formulate recommendations
- Able to write comprehensive technical reports prepared in formats conducive to various audiences and City Council
- Possess excellent interpersonal, communication, and report writing skills
- Possess strong public relations skills and presentation abilities
- Demonstrated ability to effectively manage structural projects, and contractors and consultants conducting investigation and inspection work
- Possess skills for chairing committees/public meetings on technical and non-technical subjects

- Driver’s License Requirement: A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
