JOB SUMMARY

The Strategic Sourcing & Supply Chain Management Branch is responsible for developing, implementing and managing leading edge sourcing initiatives that will drive value and achieve cost savings for City departments, Library Services, and Ottawa Police Services. The Branch establishes sound strategic sourcing practices for a wide range of complex and high profile city-wide projects that span the full sourcing lifecycle, including research and industry analyses, strategy development, project planning, scheduling, resource allocation, and executive reporting.

You are responsible for coordinating the steps of the Delegation of Authority Report, researching and updating procedures, maintaining statistical databases, attending the daily public bid opening, recording and verifying bid solicitation documents, coordinating the process of obtaining approval of Contract Approval Requests, posting procurement solicitation documents and preparing the procurement reports to City Council as required within the Purchasing By-law.  You also foster effective communications and relations with other procurement organizations to ensure that continuing best practices are recognized and in place.

EDUCATION AND EXPERIENCE

Completion of 2 year community college diploma with an emphasis on business administration, accounting or a related field

Minimum of 3 years of experience, 1 year of which must be in a public procurement environment, and must deal directly with the contract administration function, and have a meaningful role in bid receipt, public tender openings and bid verification

KNOWLEDGE

  • City, Police and OC Transpo organizations and structure 
  • Public tendering system and regulations relating to administration gained through actual hands on experience with bid receipt and management of public bid openings
  • Procurement terminology, document types and handling 
  • Computerized procurement systems and ability to process orders online 
  • Advanced skills in Microsoft Excel
  • Microsoft Word, Outlook, Windows, Adobe Pro 10.0, SAP, Merx, OCA Windoc system, PWMS version  5.0  bid verification software, MS Access and other procurement related software
  • Electronic advertising systems and use of the Internet 
  • City of Ottawa Records Management System
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

  • Ability to exercise discretion and to analyze situations in relation to existing policy and guidelines
  • Ability to exhibit good judgment, make decisions independently in a public forum, and seek input when necessary
  • Ability to provide supervision to staff when replacing the Team Leader position, and to manage workload and reporting timeline requirements within a demanding client service delivery environment
  • Familiarity with existing procurement policy and procedure, and sufficient confidence to apply them in a working situation
  • Operate a personal computer efficiently and accurately, and type 60 words per minute 
  • Communicate effectively (orally and written) with all internal and external contacts 
  • Establish priorities and work under minimum supervision

WHAT YOU NEED TO KNOW

  • Language Requirement: English oral, reading, writing       
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.  
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
