JOB SUMMARY
The Signal & Street Lighting Design & Construction Coordination unit is responsible for planning, organizing and coordinating the efficient installation of new traffic control signals and related infrastructure which includes:
- Installation of new traffic signals/rebuilding of existing traffic signals, in conjunction with road construction and intersection modification projects;
- Management of the installation, modification, maintenance and repair of traffic signals, traffic cameras and red-light cameras;
- Civil engineering aspects of traffic signal design, such as flashing beacons, overhead sign support structures, underground traffic plant, vehicle detectors, variable message signs, directly related signs and pavement markings.
You are responsible for planning and leading a variety of complex and multi-jurisdictional traffic management programs and related projects, including the City’s Traffic Signal Approval Program, the Traffic Signal Installation Program and Pedestrian Crossover Installation Program, the Traffic Signal Rebuilding Program, the Vehicle Detection Installation and Maintenance Program, and the Pedestrian Accessibility Program. Coordinating multiple Requests for Standing Offer (RFSO) contracts for supply of traffic signal material and construction services for installation of traffic plant. Overseeing the traffic signal design and construction aspects of projects for other City departments such as Infrastructure Services, Transit Services, Planning and Development, Transportation Engineering Services, and the Light Rail program, all on behalf of the Branch. EDUCATION AND EXPERIENCE
Four (4) year university degree in Civil Engineering
Minimum eight (8) years professional experience in transportation/traffic planning, design, construction, and operations including a minimum of five (5) years directly related to traffic control devices and project management experience with at least two (2) years in a supervisory capacity and structural design / evaluation experience.
CERTIFICATIONS AND LICENCES
KNOWLEDGE
- Traffic engineering, traffic control, traffic signal design principles and guidelines;
- Traffic Control Systems, equipment and strategies;
- Traffic signal priority and pre-emption strategies for LRT
- TAC geometric design standards and guidelines;
- Ontario Traffic Manual, Highway Capacity Manual, Canadian Capacity Guide and other manuals and guidelines related to traffic analysis, control and management;
- Ontario Highway Traffic Act and the City’s Traffic and Parking By-Law and Transportation Master Plan;
- Ontario Accessibility for Ontarians with Disabilities Act (AODA), particularly Ontario Reg. 413/12 – Integrated Accessibility Standards
- Planning, budgeting, supervisory, project management and program management principles, methods and techniques;
- Collective bargaining agreements applicable to staff supervised;
- City administrative and financial management policies and procedures.
