JOB SUMMARY
The mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa’s Light Rail Transit Systems as a component of the City of Ottawa’s overall transportation and mobility strategy.
You are responsible for providing a primary point of contact and subject matter expertise for rail communication systems and telecommunication projects related to the City’s Rail Construction Program. This role has a particular focus on the following:
- Design, implementation and testing of the Rail IT network, which includes elements such as firewalls, networking protocols, VLAN, Cyber-security, Virtual machines implementation across a variety of rail systems (SCADA, CCTV, Intrusion access control etc) ;
- Managing technical components of engineering projects including Fiber networking and testing and including technical report writing.
- Management and oversight of external suppliers or internal providers for project delivery for communications system projects;
- Supporting the project objectives by having a hands-on approach in your area of expertise.
EDUCATION AND EXPERIENCE
Four (4) year degree in Electrical or Computer Engineering or other relevant discipline.
Minimum eight (8) years of experience with Communications systems, or networking.
CERTIFICATIONS AND LICENCES
KNOWLEDGE
- Hands-on experience with field measurement, installation, and testing of various communication equipment
- Design and implementation of network configurations, troubleshooting performance issues, network monitoring and configuring firewalls
- Engineering planning, design, operations and construction/rehabilitation of municipal structures, infrastructure and utilities
- Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertaining to environmental impact assessment, building, fire, health and safety, construction
- Principles of project management, including cost containment/control and reporting
- Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consulting engineers
- Processes for tendering and contracting work
- Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheet, word processing, e-mail and use of the Intra-Internets
- Protocols for responding to senior management/Councilor inquiries, conducting public consultation and preparing reports, briefing notes and other communiqués
- Knowledge of applicable health and safety legislation, including the rights and duties of workers
COMPETENCIES, SKILLS AND ABILITIES
- Manage concurrent complex and often highly sensitive projects
- Manage activities of technical staff, consultants, contractors, and co-ordinate activities with other levels of governments and external agencies/utilities
- Prepare formal RFQ's and RFP's; review, analyze and recommend acceptance of proposals from consulting engineering firms
- Communicate effectively orally and in writing to internal Councilor inquiries and inquiries/complaints from the general public and to present technical material in formats conducive to various audiences
- Identify and recommend the solutions to health and safety issues and problems to ensure the safety of employees and contractors and to mitigate loss/project downtime
- Conflict management, influence, resolution and negotiation skills.
