JOB SUMMARY
You are responsible for managing the day-to-day delivery, operational oversight and continuous improvement of an assigned section within the Special Constable Unit, Transit Services. This includes managing Team Leaders and staff, overseeing service delivery and deployment, ensuring compliance with applicable legislation, policies and procedures, and supporting safe, reliable, efficient and customer-focused transit security operations.
You develop operational plans, procedures and service improvement strategies, analyze operational, financial and incident data, and coordinate with internal and external partners including transit operations, law enforcement and emergency response agencies. You also manage the Section’s human and financial resources, support emergency response and accident investigations, and contribute to effective service planning, partner coordination and operational decision-making.
EDUCATION AND EXPERIENCE
Completion of a 2 year college diploma or degree in Law Enforcement, Security Management, Public Safety, Social Work, Legal Studies, Sociology or a related field.
Minimum of 5 years of experience in the security field or police services, policing and systems planning, transit, or legal including a minimum of 2 years supervisory experience.
Completion of Basic Special Constable Training program or equivalent Police or Peace Officer Basic Training Course is considered an asset.
CERTIFICATIONS AND LICENCES
KNOWLEDGE
- Transit operations, including conventional bus, Para Transpo and light rail operations, related service delivery requirements, operating environments and security risks
- Special Constable operations, transit enforcement, fare inspection, investigative practices, evidence handling, report writing and incident management
- Applicable legislation, regulations, by-laws, policies and procedures, including the Criminal Code of Canada, Canadian Charter of Rights and Freedoms, Provincial Offences Act, Trespass to Property Act, privacy legislation, human rights legislation and related enforcement authorities
- Emergency preparedness and response, business continuity, security escalation, evacuation planning, incident command principles and coordination with police, fire, paramedic and other emergency response partners
- Operational and business planning, policy and procedure development, performance measurement, data and trend analysis, risk assessment, cost-benefit analysis and continuous improvement practices
- Financial management practices and processes for preparing and tracking section budgets
- Communications, radio, CCTV/video, alarm, recording and related systems used in transit security, emergency response and command centre environments
- Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the workplace, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures

WHAT YOU NEED TO KNOW
- Language Requirement: Various language requirements, locations may require English only, French only OR Bilingual competencies. Some positions require English oral, reading, and writing. Some positions required French oral, reading and writing.
- Police Record Check: The successful candidate will be required to complete a Vulnerable Sector Check (Level 3) with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.; The successful candidate will be required to complete a Police Security Clearance to the City of Ottawa’s satisfaction.
- Must be able to work shifts, weekends and statutory holidays at a variety of locations.; Additional vacancies may occur during the competition process
