JOB SUMMARY

Social Housing is responsible for the administration of the City's social housing and affordable housing post-development programs and services including the Centralized Waitlist, Asset Management and Capital Planning to assess the social and affordable housing portfolio and develop initiatives to support long term asset viability, Rent Supplement programs with private landlords to provide affordable accommodation to eligible low and moderate-income households, Housing Allowance program to qualifying low income households, as well as developing, implementing and evaluating housing policy to address municipal requirements.

You are accountable for the effective and efficient administration of the city’s rent supplement portfolio, including: policy development and team work planning; implementing strategies, policies and program reforms for administration of the rent supplement stock, comprising several thousand units; monitoring and ensuring compliance with legislative requirements; negotiating rent supplement and other agreements, as appropriate, with private and social housing providers and support service agencies; and supervising a team in carrying out these responsibilities.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Business Administration, Public Administration, Commerce, Economics, Planning or related field

Minimum of 5 years of experience in housing administration

Experience in Public Speaking is an asset

KNOWLEDGE

  • Social housing programs, policies and procedures, including rent supplement programs
  • Supervisory and project management experience 
  • Housing policy guidelines and relevant legislation, e.g. Housing Services Act, Residential Tenancies Act, Co-op Corporations Act, Human Rights Code, Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Fire Code
  • Property management principles and practices, including tenant relations, maintenance standards
  • Current local, provincial and national issues related to social housing program Inspection and assessment techniques for a broad range of properties
  • Special housing needs of physically or mentally challenged tenants and various disabled housing options and support services
  • Financial management principles, budgeting and accounting
  • Must possess the training, experience and knowledge to organize the work and its performance 
  • Ability to communicate clearly and comfortably in a public setting, with a number of different people both individually and within a group setting
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and city policies and procedures
