JOB SUMMARY

The Water Distribution Branch manages the operation and maintenance of City of Ottawa’s water distribution system to ensure the continuous and adequate supply of high quality potable water to customers at the lowest cost, including condition assessment, leak detection, operation, repair and maintenance of all mains, valves, and services within the distribution system; inspection, maintenance and repair of fire hydrants; and support to City capital and private development works related to water distribution buried infrastructure.

You are responsible, through subordinate supervisors, for overseeing the operation, maintenance and repairs of the water distribution system, and planning and managing the day-to-day delivery and operations of associated Water Distribution programs, services, projects and activities, including: 

  • Hydrant maintenance program
  • Valve maintenance program
  • Support to capital and development project tasks requiring licensed Water Distribution Operations

 

You are also responsible for managing the unit’s human and financial resources (including contracted services), and stakeholder and partner relationships.

EDUCATION AND EXPERIENCE

Completion of a 4 year university degree in Engineering or Environmental Sciences, Public Administration, Business Administration or other related field 

Minimum of 5 years of related experience in a public works environment, managing projects and programs, preferably in a water or wastewater specialty, including a minimum of 3 years in the management of human and financial resources 

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirable
Ontario MOE Drinking Water Distribution Operator Certificate at the appropriate level is an asset

KNOWLEDGE

  • The City of Ottawa’s organizational, governance and administrative structures 
  • Water main design, maintenance, operations and construction practices. 
  • Safe Drinking Water Act, Clean Water Act, the Environmental Protection Act, Ontario Fire Code, Occupational Health and Safety Act 
  • Ontario Drinking Water Standards, and Ministry of Labour Regulations,  
  • Drinking Water Quality Management Standard and the City’s Operational Plan 
  • AWWA Standards, Provincial Construction Standards (OPSS) & the City’s own General Conditions and Standard Specifications Manual. 
  • Preventative maintenance and operational procedures 
  • CVOR legislation and applicability to water business practices. 
  • Equipment for water main and appurtenance repair, maintenance, and operation including Water Quality flushing, leak detection, valve operation and repairs, hydrant operation and repair, road cut excavation, trench backfilling, safety devices, pipe swabbing, and water meters. 
  • Contract document preparation and supervision of field services 
  • Legislation, regulations, policies, standards and guidelines relevant to the work 
  • Industry trends and developments 
  • Business administration concepts, theories, principles and methodologies 
  • Corporate policies, guidelines and practices 
  • The various Collective Agreements in place at the City 
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area 
  • MS Office, Maximo, SAP, Office 365  
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures

WHAT YOU NEED TO KNOW

  • Language Requirement: English oral, reading, writing       
  • Driver’s License Requirement:  A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
