JOB SUMMARY

The mandate of the Rail Construction Program is to transform, develop, grow and sustain Ottawa’s Light Rail Transit Systems as a component of the City of Ottawa’s overall transportation and mobility strategy. 

You are responsible for planning and managing the day-to-day delivery and operations of Rail Construction Management programs and services.  You  will be assigned to manage a cross-functional team on either the Trillium or Confederation Line LRT Extension Projects, or other RCP project area.

Programs and services include:

  • Day-to-day delivery and operations of the assigned LRT construction projects, programs and services in support of the Rail Construction Program;
  • Project delivery of the Stage 2 O-Train light rail transit (LRT) Extension Projects, for either the Trillium or the Confederation Line;
  • Lead responsible for the construction of all phases of the assigned LRT project;
  • Administration of highly complex, multi-million dollar projects that require accountable decision-making and extend over multiple years;
  • Participating in project prioritization, planning, field office establishment, procedures preparation, field office inspections, staff oversight and assignment; 
  • Developing and monitoring operating budgets; 
  • Contributing to the review and development of department engineering standards; 
  • Leading a large cross-functional team to ensure that the business needs and outcomes of the project are satisfied, requiring expert understanding of P3 projects and risk management in construction and large-scale infrastructure projects.

 

You are also responsible for managing the unit’s human (including contracted services) and financial resources, and stakeholder and partner relationships.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering or Applied Science.

Minimum of 5 years of related experience in construction management, construction engineering, engineering design on a LRT system, rail and or heavy construction related infrastructure projects, including a minimum of 3 years of project responsible in charge experience, and minimum of 2 years in the management of human and financial resources.

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirable

KNOWLEDGE

  • Construction management processes, engineering planning, design, operations and construction/rehabilitation of LRT, railroads, transit facilities, roadways and bridges, support systems, testing and commissioning a new start program; 
  • Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertaining to environmental impact assessment, building, fire, health and safety, construction;
  • Processes for conducting and analysing environmental impact assessments
  • Principles of project management, including cost containment/control and reporting;
  • Process for developing Request for Qualifications & Requests for Proposals, including acceptance, review and selection of consulting engineers;
  • Processes for tendering and contracting work;
  • Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheet, word processing, e-mail and use of the Intra-Internets;
  • Protocols for responding to senior management/councillor inquiries, conducting public consultation and preparing reports, briefing notes and other communiqués;
  • The City of Ottawa’s organizational, governance and administrative structures;
  • Legislation, regulations, policies, standards and guidelines relevant to the work;
  • Industry trends and developments;
  • Business administration concepts, theories, principles and methodologies;
  • Corporate policies, guidelines and practices;
  • The various Collective Agreements in place at the City;
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area;
  • MS Office and other software programs;
  • Must possess the training, experience and knowledge to organize the work and its performance; and
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures

  • Language Requirement: English oral, reading, writing       
  • Driver’s License Requirement:  A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated
