JOB SUMMARY

Locates, Laterals and Grants implements the following: Drinking Water Loss Program, Sewer Inflow and Infiltration Program, Sanitary and Storm Sewer Lateral Replacement, Rehabilitation and Maintenance Programs, replacement/updating of lead piping in water distribution system, Residential Protective Plumbing Program, Backflow Prevention Program, storm water management condition assessment and retrofit projects, capacity management coordination, provides underground utility locates for water and sewer infrastructure, and provides technical input and coordination of other asset related projects, including new asset acquisition, and lifecycle projects, studies or special projects on behalf of operational client branches. 

You are responsible for providing engineering expertise in the management of water loss from the city’s water distribution system, through the design, development and monitoring of the Proactive Leakage Management Program.  You: develop a Water Loss and Water Leak Detection program, using systematic data driven approach; provide technical support and technology evaluation to City staff; participate in specific studies and projects to enhance or impact the effectiveness of the water loss control program; conduct various system audits; and oversee the collection and management of data through other PWandESD operational or field staff and/or outside consultants.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering or Applied Science specializing in one of the following disciplines: Civil or Environmental Engineering. 

Minimum of 5 years of directly related and progressively responsible experience in water systems operations, including experience with Condition Based Monitoring programs, leak-detection, sectorization of water networks, and pressure management, leading to the diagnosis/ resolution of water loss from the distribution system.

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)
Ontario MOE Drinking Water Distribution/Treatment Operator Certificate at the appropriate level is an asset

KNOWLEDGE

  • Corporate, departmental and branch policies and procedures
  • Federal, provincial and municipal legislation, and municipal engineering standards, including legislation, regulations and guidelines pertaining to water quality and potable water
  • Safe Drinking Water Act and associated regulations governing drinking water systems
  • Federal and provincial government legislation and regulatory requirements governing environmental issues 
  • Knowledge of the City’s environmental services infrastructure and water distribution system components, including design, construction, plant operations, maintenance and performance
  • Commercial management of water utilities, including user data bases and custom flow meters
  • Strategies, tools and processes in use for leak detection
  • City automatic Meter Reading (AMR) system
  • International standardized best practices (IWA)for conducting water balance audits
  • Leakage performance indicators, such as Infrastructure leakage index (ILI) unavoidable annual real loss (UARL) and related indicators
  • Technical Standards & Safety authority (TSSA) regulations governing pressure vessels, piping and fittings
  • Computerized hydraulic modelling
  • Knowledge of digital inventories and schematic mapping with an ability to determine data requirements, feasibility and architecture to manage the inventory
  • Knowledge of CMMS (Computerized Maintenance Management Software – SAP and Maximo) and the integration of data information from SCADA Systems
  • Possess working knowledge of CADD, and GIS  applicable to water networks
  • Principles of project management 
  • Confined Space requirements
  • Research, surveying and data gathering and analysis techniques
  • Working knowledge of Corporate Human Resource policies and the principles of supervision in a unionized environment
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
