JOB SUMMARY

Payroll, Pensions & Benefits Services manages the City’s payroll system and is responsible for the delivery of pay, time entry, pension and benefit services, and reimbursements for City, Police and Library employees. 

The mandate of the Payroll, Pensions and Benefit Employee Transactions Unit is to ensure the accurate and timely review, analysis, auditing, and completion of employee transactions that affect an employee’s pay. Such as, but not limited to; hires, rehires, promotions, demotions, leave of absences, long term disabilities, and acting assignments.

The Employee Transactions unit provides accurate and timely processing of a high volume of employee transactions each year while maintaining compliance with numerous collective agreements, Terms & Conditions, benefit policies, and City policies, along with the OMERS pension plan and various legislative requirements. 

You are responsible for leading a team of professionals while providing technical expertise to resolve issues in the Employee Transaction Unit which can be complex in nature and often require immediate corrective action. You oversee the accurate and timely processing of City of Ottawa employee transactions and requisitions, encompassing hires and rehires, promotions, terminations, leaves of absence, long-term disabilities, WSIB, acting assignments, and related processes such as the processing of pension and benefit entitlements.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Commerce, Business Administration, or a related field

Minimum of 5 years of related experience including 3 years supervisory experience

KNOWLEDGE

  • Advanced proficiency and in depth technical knowledge in payroll systems. Specifically SAP/SuccessFactors
  • Advanced level knowledge of Canada Revenue Agency related statutes and regulations, the Income Tax Act, WSIB, MFIPPA legislation and collective agreements with the City of Ottawa
  • Federal and provincial employment laws such as Employment Standards Act, Canada Labour Code
  • Advanced in-depth technical knowledge of SAP HR/Payroll module
  • Strong knowledge of collective agreements, Benefit policies, OMERS Pension plan, and City’s polices
  • Ability to develop and implement strategic initiatives
  • Principles, procedures and processes relating to financial and other payroll business practices
  • Project Management principles, practices, and techniques
  • Principles and practices of public administration, municipal government and unionized work environments
  • Municipal operations, City of Ottawa operational and administrative procedures, departments and organizational structures of the City of Ottawa.
  • Microsoft Office 365, SuccessFactors and other corporate standard software
  • Must be familiar with all applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
