JOB SUMMARY

You are responsible for managing the operational delivery of Municipal Adjudication, and Collection Services programs, including Provincial Offences Act court administration, administrative penalties, enforcement support, and the collection of fine revenues. You oversee operations to ensure the effective processing of cases, compliance with applicable legislation, and timely collection of revenues.

You need to apply a strategic lens to provide strategic advice and recommendations on programs and system upgrades, integration requirements, risks, and opportunities to improve client service delivery and optimizating revenue. You manage activities across court services, enforcement programs, automated enforcement systems and collections functions, and work closely with internal partners including Police, By-law Services, Legal Services, Finance and Information Technology to maintain efficient service delivery.

Programs, services, and activities include the administration of POA court operations, administrative penalty adjudication, fine processing, enforcement support, collections of defaulted fines and management of related operational systems and vendor services.

You are responsible for managing human, financial and physical resources, including program managers, operational staff, contracted services, and technology systems supporting court and collection operations. You monitor program performance, address operational issues, and implement process improvements to maintain service standards and revenue integrity.

EDUCATION AND EXPERIENCE

Completion of a 4 year university degree in business administration, public administration, court administration or other related field 

Minimum of 8 years of related experience in in municipal revenue management, court operations, or multi-disciplinary program management, including a minimum of 5 years in the management of human and financial resources 

CERTIFICATIONS AND LICENCES

Professional certification in municipal management, court administration, or related field preferred.

KNOWLEDGE

  • In-depth knowledge of legal procedures, Provincial Offences Act requirements, court administration practices, and judicial processes required for strategic oversight of legal services discipline
  • Comprehensive understanding of technology systems including case management platforms, automated enforcement systems, payment processing, and data integration requirements for strategic technology governance
  • Advanced knowledge of financial management including revenue recognition, collections processes, budget planning, and audit compliance across multiple revenue streams
  • Detailed understanding of enforcement operations including parking violations, automated enforcement, by-law enforcement, and administrative penalty systems
  • Knowledge of vendor management, procurement processes, and contract negotiations involving opposing financial interests
  • The City of Ottawa’s organizational, governance and administrative structures 
  • Legislation, regulations, policies, standards and guidelines relevant to the work 
  • Industry trends and developments 
  • Business administration concepts, theories, principles and methodologies 
  • Corporate policies, guidelines and practices 
  • The various Collective Agreements in place at the City 
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area 
  • MS Office specialized court management, financial, and enforcement software systems.
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
