JOB SUMMARY

The Design and Construction Municipal Branch is responsible for engineering services, design and construction management, and other related technical and professional services.

You manage total project delivery for in-house and external assigned infrastructure construction and rehabilitation projects, and may include roadways, transitways, structures, sewers, watermains, pumping stations, treatment works, drainage works, cycling facilities, traffic calming, lighting, solid waste/landfill, transit improvements, and related underground utilities.

Projects assigned are less complex, of shorter duration, have less environmental impact and less cost than those projects assigned to staff in more senior positions.

You are responsible for all phases of the project delivery, from project inception through consultant selection (where applicable), public consultation, pre-design, detailed design, approvals, tendering and award, to construction.

You: monitor, track and report on project status; approve all project expenditures; arrange all project related testing; handle commissioning/turnover to Operating Branches; participate in project identification, prioritization and planning; organize the conduct of environment impact assessment and other studies; contribute to the review/development of department engineering standards; and carry out other duties as assigned.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Engineering or Applied Science.

Minimum of 5 years of professional experience in the planning, design and construction of municipal infrastructure including a minimum of 3 years of project management experience.

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)

KNOWLEDGE

  • Engineering planning, design, operations and construction/rehabilitation of municipal structures, infrastructure and utilities 
  • Related federal, provincial and engineering legislation, regulations, standards, codes and by-laws, building, fire, health and safety, construction
  • Processes for conducting and analysing environmental impact assessments
  • Principles of project management, including cost containment/control and reporting
  • Process for developing Request for Qualifications and Requests for Proposals, including acceptance, review and selection of consulting engineers
  • Processes for tendering and contracting work
  • Computer applications in an engineering environment pertaining to municipal design, project management, spreadsheet, word processing, e-mail and use of the Intra-Internets
  • Protocols for responding to senior management/councillor inquiries, conducting public consultation and preparing reports, briefing notes and other communiqués
  • Must possess the training, experience and knowledge to organize the work and its performance
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.
