JOB SUMMARY

You are accountable for providing corporate leadership and strategic planning for the City's information technology function in support of City operations, corporate priorities and the delivery of municipal programs and services.

You are accountable for the leadership, delivery and continuous improvement of the Service's priorities, services, programs and operations, including enterprise technology and artificial intelligence strategy and governance, technology architecture, roadmaps and investment planning, enterprise applications and digital capabilities, technology infrastructure and asset management, and workplace technology and user support services.

You provide strategic technology and artificial intelligence advice to the General Manager, City Manager, senior leaders and Council on matters affecting technology services, digital transformation, artificial intelligence (AI) adoption, investments, risks and organizational priorities. You ensure information security, privacy, data governance, accessibility, ethical use and digital risk requirements are integrated into technology and artificial intelligence strategies, investments, services and operational practices.

You are also accountable for the effective management of the Service’s human and financial resources, including contracted services, and for maintaining productive relationships with internal and external partners while fostering corporate alignment, continuous improvement and service excellence.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Computer Science, Business Administration, Public Administration or other related field.

Minimum of 10 years of progressively responsible senior leadership experience in technology and artificial intelligence strategy, governance, digital transformation, service delivery, enterprise applications and technology infrastructure within a large, complex public-sector or comparable environment, including a minimum of 5 years leading multidisciplinary teams, organizational change and adoption, external contract resources, and operating and capital budgets.

  • Principles, practices, legislation, regulations, standards and governance frameworks related to information technology services, programs and operations
  • Enterprise technology strategy, governance, architecture, roadmaps and investment planning
  • Enterprise applications and digital capabilities, technology infrastructure and asset management, workplace technology and user support services
  • Industry trends, emerging technologies, developments, leading practices and service delivery models
  • Artificial intelligence technologies, enterprise AI platforms, adoption approaches, operating models and lifecycle management
  • Responsible AI principles and governance, including human oversight, transparency, fairness, accessibility, privacy, security, data governance, records management, procurement and risk management
  • Enterprise AI adoption and enablement practices, including use-case evaluation, prioritization, implementation, performance measurement and value realization
  • Organizational change management, workforce enablement, digital literacy and technology adoption practices
  • Information security, privacy and digital risk principles and requirements as they relate to technology services and operations
  • Public sector governance, public administration, policy development and business administration principles and practices
  • Principles and methods of economic, financial, social and political risk analysis
  • Project management principles and practices
  • The City of Ottawa, its operations, corporate governance structure, priorities and decision-making processes
  • Relevant legislation, regulations, City policies and procedures
  • Public-private partnerships and other alternative service delivery models
  • Human resource management practices in a unionized work environment
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the workplace, and have knowledge of appropriate actions to be taken to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures

WHAT YOU NEED TO KNOW

  • Language Requirement: This is a designated day-1 ready bilingual position as per the City of Ottawa’s Bilingualism Policy and fluency in both of Canada’s official languages is required and a language assessment will be completed as part of the selection process. In exceptional circumstances, and subject to Council approval, internal and external candidates that do not meet the language requirement may be considered.
