Salary Information: $91,478.66 - $107,722.16 annually. (2025 rates of pay)

Overall Purpose
Under the direction of the Manager Facilities Management the Technical Security Specialist provides technical and project management expertise in support of the OPS Security Operations Program including:
- Act as subject matter expert on the existing and evolving Security Operations core applications in addition to other security-type devices and provide supervision and guidance to external security services providers / contractors engaged in work on behalf of the Security Operations Unit.
- Design, implement, maintain, and manage lifecycle program for all OPS Security Systems and their many components including ensuring they are properly maintained and assessed on a regular basis to provide optimum functionality.
- Responsible for ensuring the stable operation of the Ottawa Police Security Systems.
- The delivery, planning and execution of projects within the Security Operations unit.
Major Responsibilities
Act as subject matter expert on the existing and evolving Security Operations core applications in addition to other security-type devices and provide supervision and guidance to guidance to external security services providers/contractors engaged in work on behalf of Security Operations Unit:
- Maintain up-to-date expertise in the functional and operational side of Security Operations mission-critical applications; provide control, maintenance and support of application access and configuration and support tables.
- Conducts regular analysis of all OPS security-related technologies and programming and provide recommendations to ensure optimum functionality and changing OPS operational requirements and corporate standards are consistently met.
- Generate and analyze reports from the security systems to ensure that systems are operating as intended. Where necessary propose changes to system configuration to enhance security and or efficiency.
- Perform regular analysis of alarm reports and identify trends to diagnose and recommend solutions for reduction in false alarms.
- Liaise and coordinate with OPS IT and Telecomm sections to ensure convergence and alignment to systems installations and technical upgrades or where technical and / or network overlap occurs.
- Liaise and coordinate with section managers on security related equipment that has been mandated to Security Operations for maintenance and support, as directed by the Manager; support the development of maintenance agreements to warranty equipment, which does not fall under any existing agreements as required.
- Respond to requests related to Security Operations that come through the Facilities Service Centre. Track all work orders and work order progress through the digital work order management platform.
- Respond to after-hours urgent service requests related to Security Operations as required.
- Provide support coverage for the Supervisor Facilities Service Centre position as required for access card management (issuance & access changes) and respond to requests related to Security Operations that are elevated from the Facilities Service Centre.
- Liaise with City of Ottawa Corporate Security as required to ensure that relevant data is shared in order to provide access for OPS members to City services and buildings.
- Maintains workplace compliance with the Occupational Health and Safety Act for the section.
- Maintain continuous contact with vendors and other unit members; initiate change orders and/or apply changes to controlled Security Operations Applications documents.
- Liaise with systems integrators and other internal / external support resources as appropriate to troubleshoot technical issues to minimize erroneous or inappropriate service calls and make recommendations for corrective measures and to enable and support delivery of services in an effective and timely manner.

Design, implement, maintain, and manage lifecycle program for all OPS security systems and their many components, including ensuring they are properly maintained and assessed on a regular basis to provide optimum functionality. Systems included but are not limited to: Electronic Access Control Systems (ACS), Video Management Systems (VMS), Vehicle Entry / Exit Systems, Duress Systems, Electronic Key Management Systems and Mechanical Key Systems:
- Under the strategic guidance of the Manager, leads the detailed security system technical design in all new construction or renovation / fit-up projects and coordinates implementation.
- Research security-related technical requirements for projects in response to OPS Security Operations Program requirements.
- Review and provide recommendations for security technologies in support of all OPS projects and in liaison and / or consultation with security integrator(s) and technical service providers.
- Identify existing areas requiring technical security upgrades, formulate design recommendations, obtain estimates, and once approved, coordinate the installation in consultation with the relevant stakeholders following standard project management methodology.
- Document and coordinate implemented software development methodology and control mechanisms. Provide version and license control administration for servers, databases, physical controllers, and peripheral devices.
- Provide support in the development and maintenance of OPS security device mapping and technical documentation.
- Maintain a complete inventory of security system devices in the Computer Aided Facilities Management (CAFM) software.
- Develop and implement standards for the installation of security system(s) devices. Oversee all security device installations to ensure that security providers / contractors are installing devices (including cable runs) as per OPS Security Unit standards.
Responsible for ensuring the stable operation of the Ottawa Police Security Systems:
- System testing and verification, preventative maintenance.
- Break fix repair, including engaging and overseeing work done by external security providers / contractors
- Ensure Data Loss Prevention, Threat Vulnerability Management, Privileged Access Management, Security Incident and Event Management is incorporated within design and functionality.
- Liaise with Team Lead Network Security (ITS) to ensure the continuous (24/7) operation and integrity of all security systems as required
- Keep current on security trends, threats, and countermeasures to keep IT Security controls of Security Systems current and relevant.
- Monitor and assess security systems vulnerabilities.
- Respond to performance monitoring alerts and work with ITS or relevant Security Systems providers / contractors, if necessary, for remediation or performance improvement changes and suggestions.

Responsible for the delivery, planning and execution of projects within the Security Operations unit:
- Design and maintain a ten (10) year lifecycle plan for all security systems to ensure optimal functionality of systems and to support budget planning / forecasting.
- Manages staff, consultants and contractors as required to deliver Security Operations projects, ensuring project delivery within scope, budget and schedule following standard project management methodology.
- Liaise and coordinate with City Partners to ensure the successful implementation of security related projects as directed by the Manager.
- Liaise and coordinate with City Supply Management and OPS Finance to ensure that all procurement is conducted in accordance with City of Ottawa bylaws and the OPS Financial Accountabilities Procedures.
- Develop and deliver technical training and orientation as required.
- Liaise and coordinate with the Supervisor Facilities Service Centre:
- For the planning and implementation of the identification and access card production functions within Security Operations and provide photo ID equipment hardware support.
- For the project management of all Security System installations and modifications, small and large.
- For the planning and implementation projects and initiatives in support of Security Program management.
- To test, troubleshoot and install equipment as deemed appropriate by Manager.
Statement of Required Qualifications
Education and Experience:
Three (3) year College Diploma / University Degree in Information Technology, Securities Systems, and / or other relevant post-secondary education.
Experience and formal training combined may substitute for stipulated education requirements.
Minimum three (3) years current experience including:
- Physical security field with practical experience.
- Detailed knowledge and expertise in security equipment installation, integration and servicing, integrated security management systems, barriers, alarms, locks & door hardware, access control systems, CCVE, and other state of the art security technology.
- Project management experience.
- Performing analysis and writing detailed reports.
- Budgeting and monitoring cost, time, and resources.
- Site plans / floor plans and incorporating security system design in building design / conceptualization phase.
Language:
English – fluency in oral, reading, and writing.
Certifications and Licences
- Physical Security Professional (PSP) or Certified Protection Professional (CPP) designation through the American Society for Industry Security (ASIS).

Hours of Work
Effort and Working Conditions
- Work is normally performed in standard office environment with minimal adverse working conditions.
- Frequent (daily) travel between all OPS facilities is required to fully perform job responsibilities.
- After hours work is required ad hoc and is several times a month in the event of a security system malfunction / trouble shooting call.
Desired Qualifications
- Oral, reading, writing fluency in French or other languages.
- Good understanding of relationship between Ottawa Police Service and City of Ottawa Corporate Security.
