Ottawa faces unique challenges being the largest Canadian municipality and its role as the police of jurisdiction for the nation’s capital. The City covers 2,778 square kilometers and spans 83 kilometers from east to west. This area is greater than the areas of Toronto, Montreal, Calgary, Edmonton and Vancouver combined. Furthermore, the area is more than 80 percent rural, with more farmland than any other city in Canada. This geographic diversity creates the need for service delivery models that are tailored to urban, suburban and rural needs, all supported by specialized equipment and resulting in increased vehicle costs.
