Overall Purpose
Reporting to the Chief Human Resources Officer (CHRO), the HR Marketing Specialist will play a key role in attracting high-quality applicants through the planning and implementation of recruitment campaigns for sworn and civilian hiring. and serving as the lead on all HR communications from the Office of the CHRO including:
- Strategically plan and execute comprehensive recruitment marketing campaigns and employer branding initiatives through collaboration with HR sections and other internal stakeholders.
- Overseeing media channels, optimizing the OPS Career website, monitoring, and engaging with online platforms such as LinkedIn, YouTube, Instagram, and ”X”, and other relevant online platforms,
- Participating in recruiting events to represent OPS as a brand ambassador.
- Monitor and report results of recruitment efforts to inform leadership about key performance indicators and metrics, and upcoming initiatives.
The Recruitment Marketing Specialist will be responsible for developing HR communication strategies including:
- Short-term and long-term communications frameworks for internal, external, and digital audiences to support employee awareness of HR initiatives and engagement
- HR Marketing specialist will draft and review all HR messaging for the Office of Chief Human Resources Officer
Major Responsibilities
Strategically plan and execute comprehensive recruitment marketing campaigns and employer branding initiatives through collaboration with HR sections and other internal stakeholders.
- Develop and implement a recruitment marketing and employer branding strategy to attract high-quality applicants.
- Develop and implement strategies for building a talent network and community.
- Design and plan recruiting events, including career fairs and on-campus recruiting events.
- Serve as a brand ambassador at various events, representing OPS to potential candidates.
- Implement strategic initiatives aimed at promoting EDI principles within recruitment campaigns, ensuring diverse candidate pools, and fostering an inclusive hiring environment.
- Utilize recruitment marketing software for hands-on execution of strategies and campaigns.
- Collaborates closely with HR sections to understand hiring needs and organizational goals, address recruitment challenges, and continuously improve the candidate experience within both Civilian and Sworn recruitment activities.
Overseeing the OPS Career website, monitoring, and engaging with online platforms such as LinkedIn, YouTube, Instagram, and” X”, and participating in recruiting events to represent OPS as a brand ambassador.
- Plan and manage recruitment media campaigns, including newsletters, social media posts, and community engagement to effectively reach and engage the target audience.
- Enhance OPS’ online presence.
- Identify tactics and platforms that will be most effective in reaching a specified target audience.
- Monitor and adopt trends in social media channels relevant to recruitment and employer branding that would be effective for OPS.
Monitor and report results of recruitment efforts to inform leadership about key performance indicators and metrics, and upcoming initiatives.
- Track, measure, and report on the results of recruitment marketing campaigns.
- Create monthly reports on key recruitment marketing metrics, highlighting successes and areas for improvement.
- Maintain knowledge concerning marketing and advertising industry trends, and the effective utilization of recruitment marketing software to ensure the Service remains competitive.
Develop HR communication strategies
- Ensure accurate, timely, relevant, consistent, quality and alignment of messaging in all communications by reviewing, editing, and acting as a level of quality assurance dependent upon targeted objectives.
- Develops communications strategies, initiatives, and tactics for HR sections and the organization as a whole; provides communications expertise and support on all aspects of HR communications.

Statement of Required Qualifications
Education and Experience
- Completion of a three (3) year college / University Degree in Communications, Marketing, Human Resources, Public Relations, and / or other related field.
- Experience and formal training combined may substitute for stipulated education requirements.
- Minimum (3) years experience in recruitment marketing, social media management, employer branding, communications or related field including experience:
- With recruitment marketing software, Photoshop, videography, and other online editing platforms.
- Utilizing newsletters, social media posts, and community engagement to engage the target audience effectively.
- Overseeing and optimizing career sites to enhance user experience and showcase employer brand.
- Monitoring and engaging with various online platforms such as but not limited to, LinkedIn, YouTube, Instagram, and ”X”.
- Generating monthly reports on key recruitment marketing metrics.
Language
- English – fluency in oral, reading, and writing.

- Work is performed in standard office environment with minimal adverse working conditions.
- Occasional requirement for travel between OPS locations.
- Occasional requirement to attend recruitment and marketing events.
Desired Qualifications
- Oral, reading, and writing fluency in French or other languages.
- Experience with OPS / City of Ottawa or other similar organization with a sound knowledge of the OPS Business Plan and strategic direction of the organization.
- Knowledge of and experience with SuccessFactors and SAP, or related recruitment software.
- Experience preparing professional reports for presentation to Senior Management / Board or Directors or an overseeing civilian body.
