Overall Purpose
Reporting to the Sergeant DRR, the DR Coordinator supports the organization’s community policing and mobilization for ongoing initiatives and emerging issues including:
- Developing and maintaining sustainable partnerships between the OPS and diverse community stakeholders.
- Utilizing the Community Mobilization and Engagement Model to build capacity in the areas of community relationship building, community engagement, intervention, conflict resolution, and public education.
- Leading / coordinating Diversity Resource & Relations projects, events, and initiatives through research, design, delivery, facilitation, and evaluation, with police and community stakeholders.
- Assist in implementing Strategic Partnerships and Engagement initiatives and strategies set out by the CSWB/NPD Directorate for operational readiness, which support the OPS EDI Action Plan and OPSB strategic plan.
Major Responsibilities
Identify, maintain and develop sustainable partnerships in an effort to strengthen relationships between the OPS and community stakeholders.
- Network with community groups and social agencies on issues of community policing and crime prevention through social development and community engagement.
- Act as a resource on community development issues, diversity and race relations, human rights, and best practices.
- Liaise and develop partnerships with internal and external clients through proactive outreach initiatives, events and activities.
- Represent the Ottawa Police Service on various committees and projects in an advisory capacity, and / or as a part of a working group.
- Respond to inquiries from the public and police service on community policing issues and activities related to indigenous, faith based, LGBT, and racialized community partnerships.
Assist in building capacity in the areas of community relationship building, community engagement, intervention, conflict resolution, and public education.
- Assist in coordinating community engagement and partnership program activities.
- Liaise closely with other areas of the organization to address their specific community needs and / or to obtain their support in the delivery of social development initiatives in response or prevention of police / community conflict.
- Participate in coordinating strategies to resolve issues between the OPS and Community Stakeholders.
- Respond to unplanned events with respect to community safety concerns and changing priorities; may involve the coordination of OPS support and other support from external agencies.
- Content management of the OPS Diversity and Race Relations web site, email, multi-cultural calendar, contact lists, and social media tools to support effective community outreach activities and partnerships.

Lead / Coordinate diversity and race relations projects, events, and initiatives through research, design, delivery, facilitation, and evaluation, with police and / or community stakeholders.
- Design special event plans for annual events / launches.
Design and present workshops and information sessions to both uniform and civilian members
- Facilitate workshops, meetings and events between the OPS and the community.
- Assist in research, design, training, facilitation, and evaluating community policing programs.
- Conduct analyses and focus groups with officers and community members to identify community issues.
- Facilitate effective decision making and project action planning for committees and projects.
- Develop protocols, procedures, presentations and checklists for community-police activities, meetings and events.
Conduct research and analysis in the preparation and writing of relevant reports for the section.
Through consultation, identify training and development needs through section initiatives.
Assist in preparing and implementing EDI initiatives and strategies set out by the RVI Directorate for operational readiness, which support the OPS EDI Action Plan and OPSB strategic plan.
- Assist members of FLD, NRTs and CPCs and SROs in implementing culturally relevant strategies to deal with community issues and relationships.
- Provide support, guidance, and subject matter expertise in conflict resolution and mediation between police and racialized, Indigenous, LGBTQ, and faith-based communities.
- Through internal and external consultation, design, deliver, and evaluate training and developmental needs to various members / sections of the OPS including NRTs, CPCs and SROs.
- Through consultation, design, deliver, and evaluate training and developmental needs to various communities in the areas of professional and equitable policing service to the community.
- Provide culturally unique and / or specific information, tips and resources.
Train and supervise University and / or college students, as well provide training to the sworn staffing in the Diversity and Race Relations Section

Statement of Required Qualifications
Education and Experience:
- Minimum (3) three-year university degree / college diploma in Public Administration, Social Sciences, Human Rights, Communications, and / or other relevant field of study.
- Experience and formal training combined may substitute for stipulated education requirements.
- Minimum (3) three to (5) five years’ experience working in community development, community services, community outreach, public engagement, Human Rights, Gender Equity, EDI, and / or race relations including experience working with diverse communities and establishing community and other key networks.
Language:
- English – fluency in oral, reading, and writing.

Hours of Work
Effort and Working Conditions
- Work is generally performed in a standard open office environment with minimal adverse working conditions.
- The incumbent must be able to work shifts as designated in the “Hours of Work” section of the job description.
- Frequent work is performed in public venues related to community meetings and events.
- Working / travelling to high priority neighbourhoods with marginalized groups and / or communities.
Desired Qualifications
- Oral, reading, writing fluency in French or other languages.
- Conflict Resolution certification.
- Additional training and experience in training, facilitation, community development, mediation, and conflict resolution.
