Salary Information: $180,385.66 - $191,260.16 annually. (2025 rates of pay)

Overall Purpose

Under the direction of the Superintendent of District Revitalization Program (DRP), the Director, DRP is responsible for leading and directing the implementation and successful delivery of DRP project tasks, products, and outputs, including monitoring, administering, and overseeing day-to-day operations of the DRP project managers and project support staff. 
 

Major Responsibilities

Provide leadership and direction to DRP project managers and project support staff through the planning, coordination, and management of team workflows in support of DRP implementation.

  • Manage and coach staff by monitoring, evaluating and providing feedback verbally and in writing regarding performance to promote personal and professional development of staff in alignment with project and organizational needs.
  • Ensure personnel awareness and compliance with organizational policies and procedures, and operational protocols of the Directorate.
  • Oversee daily project management through the project lifecycle through the use of standardized project management frameworks.
  • Consult with internal and external partners and key stakeholders to provide advice and feedback on project management processes to de-risk financial and implementation risk.
  • Manage and oversee the implementation of strategic project initiatives by developing plans and gathering individuals / teams to successfully implement strategic goals and objectives identified by the Ottawa Police Service. 
  • Operationalize organizational strategic direction in support of successful project implementation.

 

Define and implement overall project governance, financial and administrative controls.

  • Oversee and manage the project budget, including regular reporting on budget utilization and variances.
  • Implement project governance frameworks in compliance with regulatory and legislative requirements.
  • Develop and implement KPIs and OKRs for project monitoring to support project risk assessments and assessments of effective resource utilization across the project.
  • Oversee and direct project quality assurance and quality control procedures to support management and accountability of project budget.
  • Maintain workplace compliance with statutory legislation and OPS policies such as the Occupational Health and Safety Act and internal harassment policies.
  • Accountable for the development, monitoring, and reporting of financial resources.

 

Lead and direct change management activities for DRP project implementation.

  • Develop and implement change control procedures to assess and correct planning and implementation issues as required.
  • Manage implementation risk and develop de-risking frameworks to ensure decision-making support for senior leadership related to DRP implementation. 
  • Lead and coordinate cross-project interdependency management with internal and external partners and stakeholders.
  • Ensure continuous deliverable alignment with organizational and project outcomes and oversee the Business Change Manager.
  • Manage and ensure project documentation in compliance with organizational and regulatory requirements.

Statement of Required Qualifications

Education:

  • Four (4) year University degree in Business / Operations Management / Public Administration or other relevant field of study.
  • Experience and formal training combined may substitute for stipulated education requirements.

Experience:

  • Minimum eight (8) years of progressively increasing management experience including:
    • Two (2) years managing programs for a large user organization,
    • Three (3) years managing projects for a large user organization, and
    • Experience in implementing strategic organizational initiatives.

Language: 

  • English – fluency in oral, reading, and writing.

Certifications and Licences

Project Management Professional (PMP) certification.

In service Training

Hours of Work

Monday to Friday day shift schedule
Occasional requirement for flexible or extended hours, including statutory holidays and weekends to meet operational requirements and section responsibilities.

Effort and Working Conditions

  • Work is performed in a blended office environment with minimal adverse working conditions.
  • Regular travel (Daily to Weekly) between OPS sites will be required.
  • Occasional travel required to attend conferences and seminars.
     

Desired Qualifications

  • Masters degree in Business Administration, Public Administration or other relevant field of study.
  • Oral, reading, writing fluency in French or other languages.
  • Thorough understanding of organizational behaviour, interpersonal dynamics, as well as the legislative and governance context in which police services are being delivered.  
  • Experience preparing professional reports for presentation to Senior Management / Board or Directors or a civilian oversight body.
  • Program Management Professional (PgMP) Certification.
  • PROSCI Change Management Certification.
  • Agile Certified Practitioner (PMI-ACP).
  • Lean Six Sigma Black Belt Certification.
  • Managing Successful Programmes (MSP) Certification.
