Salary Information: $91,788.78 - $108,086.25 annually. (2025 rates of pay)

Overall Purpose

As a member of the Data Analytics unit, the Data Engineer reports to the Manager of Data Analytics and plays a key role in supporting data-driven solutions that improve operational decision-making and enhance community safety. The position is responsible for:

  • Assisting in the development and maintenance of data pipelines and data analytics infrastructure to support reliable data analysis.
  • Supporting the integration and transformation of data from various sources.
  • Collaborating with team members to ensure the availability and accessibility of accurate and timely data.
  • Participating in the ongoing improvement of data quality and security.
  • Development of front-end dashboards and reports to visualize data effectively
     

Major Responsibilities

Assisting in the development and maintenance of data pipelines and data analytics infrastructure to support reliable data analysis. 

  • Assist in the design and building, maintaining data pipelines and ETL processes including orchestration data pipelines.
  • Support the maintenance of data storage solutions, such as data warehouses, data lakes, etc under the guidance of senior staff.
  • Perform routine system performance monitoring to ensure data pipelines are operational.
  • Troubleshoot and resolve any technical issues involving data flows.
  • Stay updated on data engineering best practices and tools.

Collaborating with team members and clients to ensure the availability and accessibility of accurate and timely data.

  • Work with data analysts and senior engineers to prepare data for reporting and analysis
  • Assist in documenting data engineering processes and workflows
  • Provides recommendations to develop or enhance systems of data collection.
  • Facilitates meetings with internal and external clients to help define analytical opportunities, provide expertise in data collection methods, and make recommendations on solutions
  • Supports the translation of business requirements for data acquisition/manipulation and provides detailed specifications to end users
  • Participate in team meetings and contribute to collaborative problem-solving initiatives.
  • Actively participate in and deliver training sessions and workshops.
  • Mentoring of co-op students
  • Providing guidance to consultants during onboarding

  • Support data cleansing activities to ensure high-quality and reliable data.
  • Assist in implementing basic data security measures to protect sensitive information.
  • Creates and maintains documentation of data dictionaries to support end-users of data systems.
  • Maintains knowledge of current trends and best practices respecting data engineering, data science, and data privacy regulations.\

Development of front-end dashboards and reports to visualize data effectively Work with data analysts and data scientists to ensure that data is properly structured and available for analysis.

  • Creating and maintaining interactive dashboards and reports using data visualization tools like Power BI.
  • Ensure dashboards and reports meet stakeholder requirements and are user-friendly.
  • Provides supervision, guidance, and training to analysts, researchers, and others in the organization on data analytics.

Statement of Required Qualifications

Education and Experience 

Completion of a four (4) year University Degree in Information Technology, Computer Science, Computer Engineering, or a related discipline.
Experience and formal training combined may substitute for stipulated education requirements.

  • Two (2) years’ work experience in a data centered environment with progressively more technical responsibilities in a data-centric role, including:
  • Familiarity working with cloud computing platforms, such as Azure and Google, and being familiar with setting up and managing cloud-based data storage and computing environments.
  • Designing, creating, implementing, maintaining: 
  • ETL processes, data pipelines and workflows using data pipeline development tools, including near real time and orchestration data pipelines.
  • Logical and physical data models using data modelling best practices.
  • Scheduling and monitoring of pipelines
  • Building, and supporting data warehouses, data lakes and other data storage and processing systems.
  • Developing front end data products using data visualization tools such as Power BI or similar, including interactive dashboards, and paginated reports.
  • Understanding of scripts to automate data processing tasks using programming languages such as SQL, Python, shell scripting, etc. 
  • Working knowledge of Microsoft Power products (Power Apps, Power Automate)
  • Deep understand of a client-centric approach 

 

Language

English – fluency in oral, reading, and writing.

Certifications and Licences

PMP, desired
Google Data Analytics or Big Query certification, desired

Job Knowledge

General knowledge of the Organization’s Mission, Vision, and Values.
Understanding of data security and privacy regulations to support implementation of appropriate security measures to protect data.
Knowledge and experience of data analytics development lifecycles/methodologies. such as Agile or other rapid application development methods.
Advanced knowledge, skills, and proficiency in:

  • Data warehousing and data modeling principles and practices.
  • Documenting data pipelines processes, data models and data dictionaries.
  • Building, and supporting data warehouses, data hubs and other data storage and processing systems.
  • Windows and Linux operating systems and their commands, on prem and cloud environments.
  • Query development in SQL.
  • Programming languages, such as Python, Java, Scala, shell scripting, JavaScript.
  • Machine learning concepts and tools (R, Python, Jupyter Notebook).
  • Virtual platforms, MS Office Suite, including the use of virtual platforms for conducting meetings and/or presentations.

Strong political acuity to make recommendations to leadership, build consensus amongst stakeholders and provide appropriate recommendations to resolve conflict.
Strong knowledge of data collection methods, tools, and operationalizing analytic models

  • Works independently and as a team, under the general direction of the Manager. 
  • Work is performed in accordance with the Ontario Human Rights Code, Anti-Racism Act, Occupational Health and Safety Act, Employment Standards Act, Accessibility for Ontarians with Disabilities Act, Youth Criminal Justice Act, Police Services Act and Municipal Freedom of Information and Protection of Privacy Act.
  • Utilizes advanced analytical skills to research, plan and resolve technical problems associated with capturing data, using integrated computerized databases and police systems.
  • Organizes own assignments to ensure tasks are completed in a timely manner while performing daily activities.
     

Desired Qualifications

  • Oral, reading, and writing fluency in French or other languages.
  • Experience working on projects in a public safety organization is preferred.
  • Experience with Power BI desktop, mobile and service offerings, or other similar business intelligence tools.
  • Experience with geospatial analysis using the ArcGIS platform.
  • Experience with ServiceNow.
