Overall Purpose
Reporting to the Crime Prevention Sergeant, the Community Developer Crime Free Multi-Housing Program (CFMHP) r is responsible for the overall planning, development, implementation and management of all phases of the Crime Free Multi-Housing Program (CFMHP) and ongoing initiatives to enhance the security and safety in rental communities including:
- Identify, develop and liaise sustainable partnerships to build, maintain and strengthen professional relationships between OPS and community stakeholders.
- Develop working relationships and work in collaboration with key stakeholders to manage, maintain and enhance the safety and security of their properties and residents and utilize best practices.
- Develop and maintain strong professional partnerships and networks with other OPS sections, external Police Services, City of Ottawa members and public and private agencies.
- Manage CFMHP projects, events, and initiatives through research, design, delivery, facilitation, and evaluation, with police and / or community stakeholders to increase effectiveness and efficiency of this Program and direct support to other Crime Prevention Programs.
Major Responsibilities
Identify and develop sustainable partnerships to maintain and strengthen professional relationships between OPS and community stakeholders.
- Solicit new clients and promote the Program through interaction with stakeholders, OPS, agencies and the media.
- Foster partnerships to recruit new participants and increase the number of properties with existing partners to ensure continual development and growth of the Program.
- Provide detailed and up to date information on the processes, procedures, documentation, legal obligations, accountability and requirements of the Program.
- Network extensively with business partners to develop and maintain open and cooperative working relationships on problem issues and crime prevention initiatives.
- Establish a working relationship and partnerships with other police services, agencies and groups and participate in events for the purpose of developing and sharing best practices.
- Respond to inquiries both internal and externally on requests for information, issues and deal with complaints related to community concerns, problems and activities in properties, Residential Tenancies Act, Canada and Ontario Human Rights Act and Criminal Records Checks.
- Initiate, facilitate, and promote activities to foster security awareness through educational training events, oral presentations, pamphlets, newsletters, bulletins, statistics, report writing and promotional items.
- Practice financial management within the scope of responsibilities for the purchase of various items and training purposes.
- Producing order forms for program signs, decals and certificates, handling delivery of the items and tracking payments.
- Responsible for payment of yearly renewal of memberships, booking training facilities and refreshments for training, purchasing of security and training material.
- Perform Criminal Records Checks, (or Level 2 - Criminal Record & Judicial Matters Checks) administrative duties including research and analysis on calls for service.
- Perform Criminal Record Checks (CPIC / CNI) for potential tenants on a timely basis.
- Identify existing or evolving crime/problem patterns and trends; maintain statistics on individual participating properties.

- Coordinate the purchase of Program signage, pre-paid vouchers and certificates with the assistance of the Finance section and City Print Shop; order forms, invoices, payments, pickup and delivery.
- Maintain accurate and complete program documentation and records including complaints, non-compliance, audits, revenue initiatives, development activities, property portfolios, legal matters, property portfolios and others.
Work in collaboration with key stakeholders to manage, maintain and enhance the safety and security of the properties and their residents and recommend best practices.
- Conduct daytime and evening Crime Prevention through Environmental Design (CPTED) security audits, and follow up inspections; provide recommendations and ensure related activities and issues brought forth are integrated.
- Coordinate and perform projects including client consultations, employee training, scheduling, prioritizing, and monitoring CFMH program phases.
- Provide advice and guidance to clients on their specific security needs and requirements in accordance with the CFMHP mandate and established standards.
- Provide advice to staff and owners on relevant security issues related to existing facilities (buildings and grounds).
- Develop and recommend solutions to enhance physical security and appropriately address security risks.
Maintain strong professional partnerships and networks with other OPS sections, External Police Services and City of Ottawa members.
- Teach and coach the 20-hour Crime Free “Train the Trainer” Instructor’s course for certification as a Crime Free Coordinator to sworn and civilian members who wish to implement CFMHP.
- Work in partnership with various sections within OPS including and not limited to the Drugs, Street Crime, front line officers / patrol, Crime Stoppers, CPTED, OPSOC, SRO, Background Clearance, Call Centre, Community Police and Crime Analysis units.
- Train and guide sworn and civilian members to broaden their knowledge and understanding on the CFMH program and CPTED theory, strategies and techniques.
- Communicate with business owners such as paralegal services and fingerprinting services, City of Ottawa bylaw and fire prevention sections to ensure sharing of information.
- Attend training sessions, conferences, meetings in order to remain current on matters relating to the CFMHP and CPTED; attend social functions and speaking engagements as required.

Manage CFMHP projects, events, and initiatives through research, design, delivery, facilitation, and evaluation, with police and / or community stakeholders to increase effectiveness and efficiency of the Program.
- Design and present security, safety and crime prevention educational training, workshops and information sessions to both community and OPS members (civilian and sworn):
- Develop and facilitate workshops, meetings and events between OPS, City staff and community stakeholders, managers and employees and conduct safety social information sessions for residents.
- Research, design and evaluate the effectiveness of the 3-phases of the CFMHP; conduct analyses and surveys with stakeholders and external Program coordinators to ensure best practices.
- Develop and draft protocols, procedures, presentations, training manuals and objectives for the Program; revise and solicit input on policies and procedures, memorandums of understanding and various forms.
- Conduct research, data compilation and analysis in the preparation and writing of relevant reports including the execution of mathematical and statistical compilations for detailed quarterly and yearly statistical reports.
Coordinate Student Placement Programs, YIPI and Auxiliary officers for the CFMHP section in addition to training and supervising.
- Provide ongoing training, daily supervision, scheduling, prioritizing and monitoring of fall and winter High School Coop students and YIPI placements.
- Participate in the interview process for Coop student placements; complete performance evaluations and end-of-semester student assessments for each student.
- Plan, organize, train, direct and review the activities of the Auxiliary Police officers in relations to the CFMHP daytime and evening re-inspection audits.
Statement of Required Qualifications
- Minimum (3) three-year university degree / college diploma in Public Administration, Social Sciences, and or other relevant field of study.
- Experience and formal training combined may substitute for stipulated education requirements.
- Minimum (3) three to (5) five years experience working in community development, community services, community outreach, and / or crime prevention.

The following mandatory training and education is provided to all employees of the OPS:

Effort and Working Conditions
- Work is generally performed in an office environment with minimal adverse working conditions.
- Occasional exposure to a variety of adverse environment factors such as inclement weather, dirt, dust, grease, odors, garbage, etc.
- Job responsibilities require the carrying of objects such as projectors, screens, laptop, and training, tools and security material and the setting up and / or removing of folding tables, and chairs for classroom setting and various events.
Desired Qualifications
- Oral, reading, and writing fluency in multiple languages.
- Sound understanding of the police internal environment.
- Previous experience managing community based programs in the public sector.
