Overall Purpose

  • As per the recommended provincial Joint Technical Assistance Centre (JTAC) structure and the Covert Access Intercept Team (CAIT) strategy, and under the supervision of the CAIT Sergeant or designate, the CAIT S/Cst. is responsible for supporting the CAIT operations. 
  • To enhance public and officer safety, CAIT Special Constable’s duties will include the provision of real-time technical investigative support and analytics to the CAIT as it pertains to locating, tracking and intercepting of persons and/or telecommunication devices. 
  • The CAIT Support Coordinator will also provide operational support to any wireroom interception related investigations when required or when not engaged on CAIT related duties.
     

Major Responsibilities

  • Under the direction of the CAIT Sergeant or designate provide operational and analytical support for all CAIT related investigations and deployments.
  • Provide analytical and technical support in relation to JTAC investigative directives as it pertains to the activation/deactivation of investigation tools.
  • Provide analytical and technical support to CAIT operations in establishing subject patterns of life, geolocating and providing target pings in real time.
  • When required and with proper training and supervision, operate the necessary CAIT equipment.
  • Support the development and acquisition of leading-edge technologies as part of the CAIT to solve complex problems and to advance investigative techniques.  
  • Act as an organizational resource to internal sections by providing expertise and advise in relation to authorized use of CAIT technologies
  • Conduct research into emerging CAIT related technologies, equipment and trends and assist in the maintenance and improvement of CAIT equipment, including the acquisition of new equipment and technical capabilities to enhance operations
  • Understand, apply and stay current on sections 183, 184, 185, 186 and Part VI of the Canadian Criminal Code which pertain to the interception of private communications and the related non-disclosure provision. 
  • Regularly review and stay current on all case law decisions pertaining to the use of CAIT equipment and the interception of private communications 
  • Maintain required certification on the use of CAIT equipment contained in the section inventory
  • Maintain partnerships with other police service CAIT operators as per the provincial CAIT Strategy
  • Support wireroom operations by providing support to the Criminal Intelligence Monitors.
  • Ensure that requests for subscriber information are met in a timely manner and ensure that the “name /number index” of the JSI intercept system is maintained.
  • Assist with the live monitoring and processing of intercepted data in support of part VI investigations and/or for any other intelligence purposes to support investigations.
  • Assist investigators, Crowns and other agencies with requests relating to projects, destined for, or currently in the court process.
  • Assist investigators and Crowns with disclosure of all relevant material for disclosure relevant to criminal prosecutions 
  • Maintain a notebook and ensure all notes and reports and logs are complete within specified time frames.

Statement of Required Qualifications

Education and Experience:

  • Secondary School Graduate plus two (2) years of relevant post-secondary education
  • Minimum two (2) years previous related work experience in a customer service environment or a comparable environment with a demonstrated ability to manage challenging situations, problem solve and experience engaging with diverse groups of people.
  • Experience writing technical reports in a comprehensive and concise manner
  • Experience working closely with a team

Language:

English – fluency in oral, reading, and writing.

Certifications and Licences

  • Have and maintain a valid Ontario G Driver’s License or equivalent Quebec Driver’s License.
  • Successful completion of the Basic Special Constable Qualification Program within one (1) year of hire.
  • Successful completion of CISO CAIT level 1
  • Safety LMS/COMTRAIN Fundamentals of RF-EME Radiation
  • Any other training as directed by JTAC
  • At the time of appointment, hold a valid Ontario Fitness PIN Award with a score of at least 75% based on the scoring table for the applicants’ gender and age OR valid PREP certificate.
  • Possess and maintain valid Standard First Aid and CPR Level C Certificates.
     

In service Training

The following is mandatory training provided to all Special Constables

  • Basic Special Constable Qualification Course.
  • Includes the Ontario Police College accredited program.

All employees of the OPS are expected to complete all additional and new mandatory training as prescribed by the Office of the Chief.
 

Job Knowledge

  • Working knowledge of the Organization’s Mission, Vision, and Values.
  • Understanding of Privacy Act requirements.
  • Familiarity with the Intercept System, Radio survey techniques and Cellular Tower Systems
  • Knowledge of geographical programs and plotting of vectors in those programs, such as Google Earth
  • Knowledge of information logging and cataloguing procedures within restrictions of the Intercept system.
  • Operate racking system to activate and operate for recording purposes. 
  • Knowledge of the rules & restrictions of those authorizations that govern the activation and deactivation of CAIT tools and techniques (as directed by JTAC)
  • Ability to perform mathematical calculations quickly and accurately
  • Structuring of transcripts and technical briefs for court use. 
  • Word processing, verbatim structure, and spelling guidelines to type information from recorded conversations and prepare related documentation.

Hours of Work

Must be able to work all shifts as designated in the hours of work section.

Effort and Working Conditions

  • Visual – frequent use of computer screen while keyboarding for long periods of time. 
  • The incumbent must be able to work any hours in response to exigent circumstances
  • The candidate must possess audio acuity to a level that ensures the functions of the position can be completed.
  • Frequent monitoring of communications requires increased auditory concentration to isolate communications from background noise and static and transcribe conversations verbatim, identify voices, and understand what is being discussed in context of slang used and recent investigation related occurrences, wear headphones for majority of shift.
  • May be required to rapidly summarize conversations and to perform simultaneous activities, e.g., recording and summarizing live interceptions while communicating with Lead Investigator.

Hours of Work:

  • The incumbent is required to work hours commensurate with a Monday - Friday day and afternoon shift schedule to meet operational requirements of the section. 
  • Work extended hours beyond the normal hours of work, may involve working evenings and weekends.

Desired Qualifications

  • Familiar with JSI 4Sight
  • Knowledge of telephony/IPv4/IPv6 and computer applications/programs
  • Knowledge of Internet, Intranet, e-commerce, e-business and other emerging and converging technologies to handle complex technological problems
  • Knowledge of vulnerability assessment tools using Kali Linux, log and packet analysis tools
  • Fluency in French or other languages 
  • Previous monitoring experience.
