Salary Information: $91,788.78 - 108,086.25 annually. (2025 rates of pay)
It is expected that the competition components will be held during the month of February 2025.

Overall Purpose
The Business Continuity Analyst leads in the planning, development and implementation of the Ottawa Police Service’s (OPS) Business Continuity Program and the development of strategies and capability to effectively respond and recover in an orderly manner to planned and unplanned interruptions that disrupt critical functions for OPS.
Major Responsibilities
- Collecting and analyzing data for business continuity and pandemic initiatives.
- Preparation of statistical data, documentation and reports as required.
- Research and identification of Business Continuity Best Practices.
- Development of policies and procedures to support business continuity activities.
- Development and rollout of a Business Continuity consultation process for all Business Continuity components.
- Conduct Risk Evaluation processes and the identification of mitigation strategies and controls.
- Coordinate with stakeholders in the development and implementation of mitigation strategies and controls.
- Implementation and coordination of a Business Continuity Management Team.
- Conduct Business Impact Analysis (BIA) in conjunction with stakeholders including the identification of critical areas of service and priorities.
- Coordinate with stakeholders in the development and implementation of recovery strategies and contingency plans.
- Development and maintenance of Business Continuity strategies, tools and templates.
- Development and maintenance of a Business Continuity Incident Management/Command System structure.
- Development and delivery of Business Continuity and Pandemic training and awareness material.
- Coordinate with stakeholders in the development and annual review of Business Continuity Plans.
- Identification of corporate communications messaging as required.
Major Responsibilities (continued)
- Development and maintenance of key internal and external partnerships on an ongoing basis.
- Development and annual review of the OPS Communicable Disease Pandemic Operational Plan.
- Review and update annually identified pandemic “operational requirements” based on section specific responses.
- Provide ongoing support and guidance to sections in completion of their pandemic operational requirements.
- Development and annual review of pandemic related strategies, tools and templates.
- Identification of relevant business continuity and pandemic related issues of concern.
- Maintaining knowledge of current developments and initiatives in the area of business continuity.
- Attend lectures, conferences, training and seminars to enhance specialty skills and knowledge.
- Active member of the Ottawa Police Service Command Centre.
- Provide ongoing updates to the chain of command.
- Facilitate and lead orientations in Business Continuity related exercises/drills.
- Provide support to the Emergency Management Exercise Coordinator during planned exercise/drills.
- Perform other duties as required or directed.

Statement of Required Qualifications
- Four (4) year University Degree in Business Administration, Disaster & Emergency Management, or a related field.
- Experience and formal training combined may substitute for stipulated requirements.
- Five (5) years relevant business continuity experience including:
- Demonstrated experience in developing and implementing business continuity plans and procedures.
- Demonstrated experience in project management.
- Experience conducting Conduct Business Impact Analysis (BIA).
- Experience in the analysis of statistical information and preparing professional reports and presentations for Senior Management, Board of Directors, or other governing bodies.
- Conducting trending and other risk management analysis activities.
- Producing Risk Management and / or quality assurance reporting to support strategic planning activities.
- Demonstrated experience in working with partners and community stakeholders.
Certifications and Licences
Professional accreditation as an Associated Business Continuity Professional, Project Management Professional or Certified Risk Manager is preferred.

The following mandatory training and education is provided to all civilian members of the OPS:

- Active Bystandership for Law Enforcement (ABLE)
All employees of the OPS are expected to complete all additional and new mandatory training as prescribed by the Office of the Chief.

- IMS 200/300 Level Training
- BasicEmergency Management Training
- Certification in Business Continuity
You will be expected to continue your professional development related to your role including maintaining professional memberships and certification requirements.
Job Knowledge
Working knowledge of:
- The Federal and Provincial statutes and regulations, and City By-laws and regulations required to perform duties
- Understanding of academic trends and best practices in business continuity
- Understanding of federal, provincial and municipal law, legislation, standards, regulations, directives and doctrine relating to business continuity and emergency management programs

- Principles / practices of supervision, training and performance evaluations

Hours of Work
Effort and Working Conditions
- Work is generally performed in a standard office environment with minimal adverse working conditions.
- Regular travel required between all Ottawa Police Service facilities and sites, including sites in various states of renovation and construction.
Desired Qualifications
- Fluency in French or other languages
- Certified Business Continuity Professional (CBCP)
- Project Management Professional (PMP) designation
- Work experience in the police or emergency services environment.
- Sound understanding of political climate, both internal and external that affects the delivery of police services.
- Experience identifying and assessing risks affecting organizations.
- Experience monitoring, evaluating and reporting organizational success in managing risks.
- Experience Organizing appropriate risk reporting, internally and externally.
